The San Diego County Sheriff’s Office Homicide Unit is releasing the name of the sergeant involved in an officer‑involved shooting that occurred on the morning of May 6, 2026, in the city of San Diego.
At approximately 11:00 a.m., San Diego Police Department officers located an occupied stolen vehicle on Telocote Road in the city of San Diego. Officers initiated a felony vehicle stop, but the driver fled, prompting a pursuit. The vehicle traveled across multiple freeways and surface streets before the pursuit was terminated due to community safety concerns.
A short time later, officers again located the vehicle stopped and attempted to contact the driver. The suspect fled a second time, continuing the pursuit.
Officers deployed tire deflation devices on Derby Farms Road near Steeple Chase Row. The suspect accelerated the vehicle toward two officers positioned on an embankment near the devices. Fearing for their safety, a San Diego Police sergeant discharged one round, striking the stolen vehicle. The suspect continued fleeing.
The pursuit concluded when the suspect was taken into custody at Ted Williams Parkway and Highland Ranch Road.
No officers or the suspect sustained injuries during the incident.
The suspect has been identified as 35-year-old Janet Debbie Hammel of San Diego. She is facing charges including two counts of assault with a deadly weapon on a law enforcement officer, possession of a stolen vehicle, grand theft, felony reckless evading, and violation of parole. She is currently in custody at the Las Colinas Detention and Reentry Facility.
The Sergeant who discharged his weapon has been identified as Jeffrey Houchins. Sergeant Houchins has been with the San Diego Police Department for 16 years and he is assigned to patrol at the Western Division.

Per the Countywide Memorandum of Understanding, the San Diego County Sheriff’s Office Homicide Unit responded to the scene and is conducting the officer‑involved shooting investigation. At this stage, the motivation and circumstances leading up to the incident remain under investigation. Detectives are gathering evidence, interviewing witnesses, and examining all aspects of the event.
The investigative and review process for officer‑involved shootings is comprehensive. Once the Homicide Unit concludes its investigation, the case will be submitted to the San Diego County District Attorney’s Office for review to determine whether the officer bears any criminal liability. The San Diego Police Department will also conduct an administrative review into the officer's discharge of the firearm.

Identificación del sargento en tiroteo del Departamento de Policia de San Diego
La Unidad de Homicidios de la Oficina del Sheriff del Condado de San Diego está revelando el nombre del sargento involucrado en un tiroteo que tuvo lugar la mañana del 6 de mayo de 2026 en la ciudad de San Diego.
Alrededor de las 11:00 a.m., agentes del Departamento de Policía de San Diego localizaron un vehículo robado ocupado en Telocote Road, en la ciudad de San Diego. Los agentes iniciaron una parada por delito grave, pero el conductor huyó, lo que provocó una persecución. El vehículo circuló por varias autopistas y calles de superficie antes de que la persecución se disolviera debido a preocupaciones de seguridad comunitaria.
Poco después, la policia volvieron a localizar el vehículo parado e intentaron contactar con el conductor. El sospechoso huyó por segunda vez, continuando la persecución.
La policia desplegaron dispositivos de desinflación de llantas en Derby Farms Road, cerca de Steeple Chase Row. El sospechoso aceleró el vehículo hacia dos agentes situados en un terraplén cerca de los artefactos. Temiendo por su seguridad, un sargento de la policía de San Diego disparó una bala, impactando el vehículo robado. El sospechoso continuó huyendo.
La persecución concluyó cuando el sospechoso fue detenido en la intersección de Ted Williams Parkway y Highland Ranch Road.

La sospechosa ha sido identificada como Janet Debbie Hammel, de 35 años, de San Diego. Se enfrenta a cargos que incluyen dos cargos de agresión con arma mortal a un agente de la ley, posesión de un vehículo robado, gran robo, evasión temeraria grave y violación de la libertad condicional. Actualmente está bajo custodia en el Centro de Detención y Reingreso Las Colinas.
El sargento que disparó su arma ha sido identificado como Jeffrey Houchins. El sargento Houchins lleva 16 años en el Departamento de Policía de San Diego y está asignado a patrullar en la División Occidental.

Según el Memorando de Entendimiento del Condado, la Unidad de Homicidios de la Oficina del Sheriff del Condado de San Diego acudió al lugar y está llevando a cabo la investigación del tiroteo con participación del agente. En esta fase, la motivación y las circunstancias que llevaron al incidente siguen bajo investigación. Los detectives están recopilando pruebas, entrevistando testigos y examinando todos los aspectos del suceso.
El proceso de investigación y revisión de tiroteos con participación de agentes es exhaustivo.
