Jonathan Yu was appointed as a Legal Advisor to Sheriff Bill Gore in 2021. He is responsible for providing legal advice to the Human Resource Services Bureau (Internal Affairs, Employee Relations, Medical Liaison Unit, Risk Management, Personnel, and Training).
Jonathan provides legal opinions on a variety of employment-related issues affecting the Department. He reviews personnel policies and procedures for legal compliance and best management practices, he responds to Pitchess motions and attends the hearings, and he produces training bulletins for management. He advocates the Department's position at hearings before the Civil Service Commission. His current areas of emphasis include employment laws and policies, labor relations, Public Safety Officer Procedural Bill of Rights, and disciplinary hearings.
Prior to joining the Department, Jonathan represented the federal government in cases before the Executive office for Immigration Review and advised federal officers and federal agents at the U.S. Department of Homeland Security in matters pertaining to immigration, criminal law, and national security. Jonathan also supported the Department of Homeland Security in defending lawsuits filed in federal court. Jonathan entered public service as an Attorney Advisor for the Executive Officer for Immigration Review through the U.S. Attorney General's Honors Program where he served as an honors attorney for two years. Jonathan has litigated hundreds of administrative cases before the Executive Office for Immigration Review.
During law school, Jonathan interned at the California Department of Justice and clerked for two Criminal Justice Act defense attorneys. Jonathan also served as a graduate volunteer law clerk for U.S. District Court Judge Reggie B. Walton and was a summer associate at the employment law firm Kator, Parks, Weisser, and Harris in Washington, D.C.
Jonathan earned his Juris Doctor degree from Thomas Jefferson School of Law, magna cum laude, in 2012. He earned his Master of Laws degree in National Security and U.S. Foreign Relations from the George Washington University Law School in 2014 and a Master of Business Administration from the George Washington University in 2017.
Jonathan is admitted to practice in California and the United States District Court, Southern District of California.
