Josette Ford is the Sheriff's Senior Policy Advisor and serves as the department's Strategic Planner. In this role Josette manages and oversees the department's strategic planning efforts and priority setting. She is responsible for coordinating performance metrics and tracking department programs and initiatives.
She began her law enforcement career in 2005 with the San Mateo County Sheriff's Office as an Intelligence Analyst attached to the San Francisco Joint Terrorism Task Force. She joined the San Diego Sheriff's Department in 2007 as a Criminal Intelligence Analyst. She was assigned to the Criminal Intelligence Detail and the San Diego Law Enforcement Coordination Center (SD-LECC), where she quickly distinguished herself as a top analyst working on some of the most complicated and sensitive investigations. Josette was a leader in integrating the crime and intelligence analysis functions both in the Sheriff's Department and regionally. As the lead analyst at the SD-LECC, she was involved in all aspects of the operation including statistical, budget, and performance measurement reporting to the funding agencies such as the San Diego HIDTA and the Department of Homeland Security. She also served as the chief editor for the intelligence products produced at the SD-LECC and was responsible for training much of their staff.
In 2013, Josette was promoted to Crime Analysis Unit Manager and created the new classifications that unified the analyst positions to align with the Department's Information Led Policing (ILP) approach. She was the first Crime and Intelligence Analysis Manager to supervise the analysis group comprised of 33 analysts, and led the way in furthering the Department's ILP strategies. She was appointed to her current position in 2015.
Josette earned her Bachelors in International Affairs from The George Washington University in Washington, D.C. in 2002 and her Master of Public Policy from UCLA in 2004. She was a California POST certified instructor for the Basic Terrorism Liaison Officer Course from 2008 to 2013. Josette enjoys teaching and was an Associate Faculty member with the University of Phoenix from 2011 to 2019. She loves building life with her husband, Travis, and their two children, Ethan and Luana.
