The California Identification System (Cal-ID) is the automated system maintained by the Department of Justice for retaining fingerprint files and identifying latent prints. In 1989, the local Cal-ID program was established in San Diego County.
The San Diego Cal-ID program maintains the Automated Fingerprint Identification System (AFIS), LiveScans, MugShot, Mobile ID, and other fingerprint development/comparison technologies at crime laboratories throughout the region that allow for the rapid identification of persons booked into detention facilities and the comparison of latent prints lifted from crime scenes to the known print databases contained in the local, state, and federal AFIS systems.
The Remote Access Network (RAN) Board is the policy and advisory board that oversees the Cal-ID program. The authority of the RAN Board can be found in Penal Code 11112.1-11112.7. Membership includes the Sheriff, a member of the Board of Supervisors, the District Attorney, the Chief of Police of the Cal-ID member department having the largest number of sworn personnel within the county, a second chief selected by all other police chiefs within the county, a mayor selected by the city selection committee, and a member-at-large chosen by the other members.
