What Is Suspicious Activity?

Suspicious activity is any observed behavior that could indicate terrorism or criminal activity. This includes, but is not limited to:

  • Unusual items or situations
    • Unattended bags or packages in public areas
    • Vehicles parked in unusual or unauthorized locations
    • Open doors or windows that are usually locked
  • Eliciting information
    • Someone asking detailed or probing questions about a building’s security, operations, or personnel
  • Observation or surveillance
    • Prolonged or repeated loitering near facilities
    • Taking notes, sketching, or photographing sensitive areas
    • Using binoculars or cameras to monitor restricted zones

Who to Notify & What to Report

If you see suspicious activity, here’s what to do:

Who to Tell

  • On the street: Notify a local law enforcement officer
  • On a bus: Inform the driver
  • At a train or transit station: Alert a security guard

What to Report

Be specific and provide details such as:

  • WHAT did you see?
  • WHO did you see?
  • WHEN did it happen?
  • WHERE did it occur?
  • WHY do you think it's suspicious?

How to Report

  • Call the San Diego County Sheriff's Office non-emergency line at (858) 868-3200 to report suspicious activity
  • In the event of an emergency, call 9-1-1

Do not investigate yourself. Let law enforcement respond.
